WASHINGTON (AP) - A dozen technology companies, including Microsoft and Intel, are urging federal lawmakers to pass legislation aimed at reducing patent litigation, boosting research funding and penalizing Internet crimes more forcefully.

In a two-page letter sent by members of the Business Software Alliance, chief technology officers listed six legislative actions they contend would improve the competitiveness of U.S. technology companies. Democratic and Republican House and Senate leaders were asked to:

-- Double funding for basic science research in the next five years;

-- Enact stronger penalties against cyber crimes, and increase law enforcement funding for training and equipment;

-- Reform visa policies and processes to attract foreign professionals and educators in science and technology;

-- Simplify and make permanent the research and development tax credit;

-- Reform patent laws to reduce litigation and stop the diversion of collected patent fees for other government uses; and,

-- Increase funding for K-12 math and science education, including tuition assistance for teachers among other things.

Executives who signed the letter included Microsoft Corp.'s Craig Mundie and Intel Corp.'s Justin Rattner, both chief technology officers.

Other CTOs that signed the letter were from Adobe Systems Inc., Apple Inc., Cadence Design Systems Inc., Dell Inc., EMC Corp., Hewlett-Packard Co., International Business Machines Corp., McAfee Inc., Sybase Inc. and Symantec Corp.
