PIERRE, S.D. (AFX) - The South Dakota Senate passed a bill unanimously that would give the state Public Utilities Commission authority over companies that buy, sell or lease utilities and transmission systems.Sen. Bob Gray, R-Pierre, said the bill, which was passed Tuesday, is a good consumer-protection measure.Gray says PUC oversight will ensure that rate payers are protected when power companies are changing hands.The legislation would give the commission 180 days to decide when utilities plan to buy, sell or lease operating systems.'The commission must approve the transaction unless it is found there's a likelihood of significant adverse impacts to customers in this state,' Gray said.SB25 now goes to the House for further review.Copyright 2006 Associated Press.
