- German chancellor Angela Merkel said EU leaders failed to reach an agreement tonight on a mandatory target for renewable energy sources, but added that she remains hopeful of a deal.'I'm still hopeful. I'm not without hope,' Merkel said after chairing the opening session of the EU summit here.She said leaders will resume talks tomorrow on a proposal for a binding target of 20 pct for renewable energy sources by 2020.She failed to back French president Jacques Chirac's push to have nuclear energy included as a renewable source of energy.She said nuclear energy does not qualify as renewable energy, but added that it could play a role in reducing the EU's dependency on carbon-based fuels.Energy concerns are at the top of agenda of the two-day summit.victoria.main@afxnews.comafp/vmCOPYRIGHTCopyright AFX News Limited 2007.
