LONDON (AFX) - US investigators are likely to issue a damning report on the fatal blast at BP's Texas City refinery later this month, a Sunday newspaper claimed. The US Chemical Safety Board will criticise the oil giant's safety policies in an independent study due out on March 20, the Financial Sunday Express said.It is also expected to say that cost cutting helped 'set the stage' for the 2005 accident, in which 15 people died and more than 170 were injured. The report follows a report by a panel headed by former US Secretary of State James A Baker III that criticised the safety culture and leadership at BP's US refineries.BP chief executive Lord Browne, who is stepping down in July, denied that BP had placed profits above safety and said the company had never foregone spending on safety resources when necessary.philip.waller@thomson.compaw/cmlCOPYRIGHTCopyright AFX News Limited 2007.
