EU Commissioner Reding 'certain' to get majority for network unbundling |

BRUSSELS (Thomson Financial) - EU Commissioner Viviane Reding is 'certain' to get a majority in both the European parliament and the council of ministers for her plans to unbundle networks and services in the telecom sector, she told Handelsblatt.The plans, which also envisage the creation of a pan-European telecom regulator -- the European Telecom Market Authority -- will be presented today in Strasbourg, it added.Reding's plans are to enable competitors to access the networks of the former telecom monopolists such as Deutsche Telekom AG, Telefonica SA and France Telecom.According to the draft law, the final decision on unbundling will be made by the national regulators.However, national regulators oppose the creation of a European telecoms regulator, according to a letter written to Reding by the European Regulators Group.The group said in the letter, which was obtained by Thomson Financial News' partner dpa-AFX, that they neither see the necessity for a new regulator nor for a EU veto right on regulatory decisions.christoph.steitz@thomson.comcs1/sljCOPYRIGHTCopyright Thomson Financial News Limited 2007.
