BRUSSELS (AFX) - EU energy ministers have reached a conditional agreement that biofuels should constitute at least 10 pct of fuels used in new vehicles by 2020.Ministers agreed at a special meeting here that the 10 pct minimum target be achieved by all member states for the share of biofuels in overall EU petrol and diesel consumption for transport by 2020, and should be introduced in a cost-efficient way. They said the 10 pct target is binding but subject to bio-fuels being available in sufficient quantities for commercial use, and to the necessary legal changes being made. The ministers also agreed to increase the use of renewable energy to 20 pct of the EU's total energy consumption by 2020 from the current 7 pct. This second objective is non-binding, a fact which will disappoint the European Commission, which first proposed the measures in a wide-ranging policy paper last month aimed at moving the bloc towards a common energy policy.EU leaders are due to approve the objectives at their next summit, on March 8 and 9.antonia.vandevelde@thomson.comafp/ava/twCOPYRIGHTCopyright AFX News Limited 2006.
