BEIJING (XFN-ASIA) - Increasing efficiency is China's greatest energy policy challenge as the country continues to grow strongly in coming years, EU ambassador to China Serge Abou said .The second biggest sector challenge was to develop 'clean coal' technology, he told a press briefing here.He added that he was hopeful China and the EU would create a joint center for clean energy technology this year but gave no further details on exactly when or where this would occur.Meanwhile EU energy policy official Alexandra Sombsthay told the briefing that there should be a draft for a new energy law in China by the end of this year, which is expected to set sector-by-sector energy targets. She added that this year the EC and China will continue a joint research program into producing coal that burns with near zero carbon emissions.sean.mangieri@xfn.com
