HK regulator to ask telcos to set up backup facilities to avoid service failure |

HONG KONG (XFN-ASIA) - The Office of the Telecommunications Authority (OFTA) said it will ask telecommunications operators to adopt contingency plans to ensure sufficient backup capacity and effective diversity in the event of unexpected disruption in services.OFTA's move comes in the wake of a major disruption of internet and other telecommunications services in Hong Kong and other parts of the region following an earthquake off Taiwan on Dec 26 which damaged undersea fiber optic cables.OFTA said it is considering issuing guidelines or codes of practice, if necessary, to ensure that telecom operators have sufficient backup capacity and ability to re-route services in cases of emergency.The agency added that in light of the recent widespread disruption in internet and other telecom services in the region, it decided to set up two working groups to conduct an urgent review of the existing mechanisms being used by telecom providers to report disruption in their services.One of the working groups will deal with internet service providers, while the other will deal with submarine cable operators.OFTA said it expects to implement a new services outage reporting mechanism next month.It said that international direct dialling (IDD) and roaming telephone services have achieved normalcy as of today, while internet service providers have recovered about 80 pct of their international connection capacity.jun.concepcion@xfn.comjc/rc
