RICHMOND, Va. (AP) - Dominion Virginia Power has applied for permission to build a coal-fueled power plant in the southwestern part of the state at an estimated cost of $1.6 billion, parent Dominion Resources Inc. said Monday.The company asked Virginia's State Corporation Commission to approve the 585-megawatt power plant by April 2008 so it can be operational by 2012. Besides approving the project, the commission must set a rate of return for the company's investment, Dominion said.The plant, which would be located on a 1,700 acre site near St. Paul in Wise County, would provide enough power for 146,000 customers.
