LONDON (AFX) - James Baker, the former US secretary of state, will today accuse BP PLC of failing to provide adequate resources to ensure safety at its US refineries, the Financial Times says citing someone who had read the document.According to the paper, Baker will say: 'BP has not always ensured that it identified and provided the resources required for strong process safety performance at its US refineries.'Another source also said that the report implicates BP's current management in the problems with the US safety culture.BP was apparently given the report on Wednesday, two days before chief executive John Browne announced his surprise early retirement.An explosion in March 2005 at BP's refinery in Texas killed a total of 15 workers and injured 180 other people.The British company, which promotes itself as a caring, environmentally conscious energy firm, has seen its image badly tarnished by the refinery blast as well as an Alaskan oil pipeline leak last year.BP has said that workers had failed to follow procedures.alex.ferguson@afxnews.comaf/nesCOPYRIGHTCopyright AFX News Limited 2006.
