LONDON (AFX) - Today's UK newspapers are awash with predictions that Chancellor Gordon Brown will announce some big giveaways in what is expected to be his last Budget speech later today.

The Daily Telegraph reported that Brown will unveil a high-profile corporation tax cut in a bid to trump the 3p cut planned by the opposition Conservative party.

The Guardian said it expects Brown to announce an extra 1 bln stg to lift 200,000 children out of poverty.

The Financial Times headline, meanwhile, read 'Chancellor to bow out with 'big budget'', citing unnamed Treasury officials as saying that measures announced in today's budget will be much more substantial than in recent years.

The paper said that education spending will be a key feature in the budget and will meet the manifesto commitment to rise faster than GDP growth.

It sees vehicle excise duties aligned closer with carbon emissions, a rise in the annual limit for tax free savings to 7,300 stg from 7,000 stg and an extension in the research & development tax credit scheme.

Yesterday, Brown was stung by comments in the Financial Times from Lord Turnbull, who was permanent secretary to the Treasury for four years.

Turnbull accused Brown of a have ry cynical view of mankind and his colleagues' and of exhibiting a 'Stalinist ruthlessness' in government, belittling his cabinet colleagues whom the Treasury treats with 'more or less complete contempt.'
