BRUSSELS (Thomson Financial) - The European Commission said it has asked Italy to amend its rules on the establishment of service stations. The commission's request is in the form of a are asoned opinion', which is the second stage in infringement proceedings. The request relates to the rules in force at both national and regional levels in the retail fuel distribution sector, which, as a result of the restrictions they contain, make it impossible or at the least extremely difficult for new competitors from other EU member states to gain access to the Italian market, the commission said.At the same time, the EU executive said it has decided to close the infringement proceedings relating to the national legislation on hydroelectric concessions in the Trentino-Alto Adige Region. The commission said it challenges various restrictions laid down in the various rules currently in force. These restrictions include conditions for opening new service stations, structural requirements imposed on new service stations, minimum distances which may affect access to fuel distribution activities, constraints regarding opening hours and self-certification.nina.chestney@thomson.comnc/amCOPYRIGHTCopyright AFX News Limited 2007.
