MOSCOW (Thomson Financial) - The Duma, or lower house of the Russian parliament, has approved the 2008-2010 budget in its second reading.As in its first reading in May, the budget forecasts a surplus of 0.2 pct of GDP for 2008, an 0.4 pct surplus for 2009, and a balanced budget in 2010.The third reading is scheduled for July 6.The budget is the first of its kind, as it runs over three years.
