LONDON (Thomson Financial) - The UK rail regulator said it is fining not-for-dividend infrastructure operator Network Rail 2.4 mln stg for poor planning and implementation of a major signalling scheme.The Office of the Rail Regulator (ORR) said NR had committed a 'moderately serious' breach of its licence in its planning and risk assessment of the Portsmouth resignalling project, which it said fell 'well short of the standard we expect'.ORR chief executive Bill Emery said the fine should encourage NR to improve its risk assessments and to put in place appropriate management and mitigation measures.ORR announced its intention to fine NR last month, saying it had breached condition 7 of its network licence by failing adequately to evaluate and mitigate the risks associated with the project and to manage its contractor in line with best practice.philip.waller@thomson.compaw/ajbCOPYRIGHTCopyright AFX News Limited 2007.
