PHILADELPHIA (AFX) - Cigna Corp. on Wednesday named a top aide to former Senate Majority Leader Bill Frist as head of its new public policy group.G. William Hoagland, 59, has been named vice president of public policy to develop the Philadelphia-based health insurer's position on health care reform and other issues.Over the past four years, Hoagland was policy adviser and top budget aide to Frist, a Republican from Tennessee. He also served under Sen. Pete Domenici on the Senate Budget Committee and as staff director, positions he held from 1982 to 2003 and 1986 to 2003, respectively.Hoagland also worked as a special assistant to the Secretary of Agriculture under President Reagan. Prior to that, he was an economist in the Congressional Budget Office.He attended the U.S. Merchant Marine Academy and also holds degrees from Purdue University and Penn State University.Copyright 2006 Associated Press.
