India, US in talks over details of civilian nuclear deal |

NEW DELHI (XFN-ASIA) - India and the US began talks intended to wind up thorny issues delaying a civilian nuclear energy deal that will permit India to access long-denied Western nuclear technology, officials said.The chief US negotiator for the pact, US Under Secretary of State Nicholas Burns, arrived in New Delhi today for two days of talks on an agreement on how civilian nuclear cooperation between the two will actually work.US ambassador David Mulford warned on the eve of the talks that tricky issues needed to be ironed out, but said both sides were 'positive.''There is considerable work to be done on what is a very technical and detailed agreement,' Mulford said in a statement.'We want to finish as soon as we can and both sides are positive we can do this,' the diplomat said of the nuclear cooperation deal, which was first announced by the two countries in 2005.The pact requires India to separate its nuclear facilities for civilian and military use and set up a regime of international inspections for the former in return for technology and nuclear fuel supplies.India was non-committal on the talks, which come a week after experts from the two countries met in London to address unspecified 'technical issues.''The visit will be the occasion for further discussions on the proposed bilateral civil nuclear cooperation agreement,' the Indian foreign ministry said without elaborating.The Press Trust of India said the two-day talks are likely to focus on testing and reprocessing spent nuclear fuel.afp
