In 2025, the average company abandoned 46% of its AI proof-of-concept projects instead of implementing them, according to data from S&P Global Market Intelligence. That’s a significant increase over prior years. The percentage of businesses that abandoned most of their AI projects increased from 17% in 2024 to 42% this year, which is even more startling. These are not small-scale experiments. These are significant expenditures that require months of labor, costly infrastructure, and teams of data scientists.
The amount of money involved is enormous. Despite spending an estimated $99 billion in total through 2028, OpenAI, the company that created ChatGPT, is valued at $840 billion. The underlying premise of that valuation is that enterprise adoption will significantly accelerate. However, that adoption may never occur at the scale investors are betting on if hallucinations cannot be resolved, or at least reduced to almost zero in high-stakes situations.
Certain industries are more susceptible than others. Errors have severe consequences in highly regulated industries like financial services, healthcare, and law firms. A law firm may be subject to malpractice claims due to a single hallucinated clause in a contract review. A misdiagnosis could result from an inaccurate medical summary. SEC infractions could result from a falsified financial figure. AI must be flawless in these areas, or at least close enough for human oversight to identify any remaining mistakes. It isn’t at the moment.
Erik Brown, who oversees the implementation of AI at the consulting firm West Monroe, has personally witnessed clients struggle with this. He outlines a pattern: initial enthusiasm, pilot projects, and growing annoyance when the AI generates outputs that appear correct but aren’t. “Anytime a market is beating you over the head with a message on a trending technology, it’s human nature — you just get sick of hearing about it,” he stated. There is more to the weariness than just the technology. It concerns the discrepancy between performance and promise.
Twelve of the best data scientists were put together by a multinational company Brown worked with to form a “innovation group” whose job it was to create AI-driven products. They produced truly amazing technology. However, adoption stalled and it failed to address fundamental business issues. The group was discouraged. Resources were squandered. There was a bitter aftertaste to the entire exercise. It’s possible that the strategy was the issue rather than the technology. Chasing innovation for its own sake, without anchoring it to real business needs, is a recipe for disappointment.
There’s also a human element that often gets overlooked. Workers are experiencing burnout. A study from Quantum Workplace found that 45% of frequent AI users reported higher burnout compared to 38% for infrequent users and 35% for those who never use AI at work. This makes sense. Learning new tools is exhausting. Correcting AI errors is frustrating. And the constant pressure to “keep up” with AI — to adopt it, master it, evangelize it — takes a toll.
Some companies are handling the transition better than others. Box, the cloud storage company, has gone all-in on AI, with CEO Aaron Levie describing the current era as the fastest he’s seen technology move in 20 years. Box’s strategy involves integrating AI agents into enterprise workflows, allowing companies to build custom tools that interact with their internal data. Early results have been promising. But even Levie acknowledges that enterprise AI adoption will be a decade-long journey, not a three-year sprint.
The cloud computing analogy is instructive. Twenty years after the cloud revolution began, companies are still migrating systems. Cloud adoption rates are still rising on a quarterly basis. AI will likely follow a similar trajectory — slower than the hype suggests, but relentless over time. The distinction is that there was no hallucination issue with cloud computing. A file remained uploaded once it was uploaded. A server operated as intended once it was configured. In contrast, AI is probabilistic. You might be surprised by it. And not always in positive ways.
Beneath all of this is a more general question: What happens if the $840 billion wager is unsuccessful? The idea that AI will transform enterprise software has led OpenAI and its rivals to raise enormous sums of money. What happens, though, if Fortune 500 companies continue to halt rollouts, adoption stalls, or hallucinations are uncontrollable? Government contracts, especially in defense, are seen by some analysts as the only practical way out. It’s a sobering idea. The technology that was meant to increase productivity and democratize intelligence may wind up being used for military purposes and relying more on government support than on commercial adoption.
In the meantime, there is disagreement within the technical community regarding the possibility of solving hallucinations. Some argue it’s just an engineering problem — give the models another 18 months, improve the error rates, layer in better guardrails. Others are less optimistic. The fundamental architecture of large language models, they argue, makes hallucinations inevitable. You can reduce them, but you can’t eliminate them. And in enterprise contexts where zero tolerance for error is the norm, reduction isn’t enough.
Companies are trying workarounds. Some use retrieval-augmented generation, grounding AI outputs in verified internal documents. Their to-do lists resembled work that had already been completed, as they struggled to keep pace with engineers eager to experiment. The solution, in their case, was process redesign — shifting approval responsibilities to functional teams rather than centralizing everything. It’s a small example, but it illustrates a larger point: successful AI adoption isn’t just about the technology. It has to do with the people, procedures, and systems that surround it.
In certain areas of the industry, however, there is hope. Despite acknowledging difficulties, Aaron Levie is still optimistic. He believes AI will unlock use cases that weren’t economically viable before — tasks that companies never got around to because they required too much manual effort. For example, examining 50,000 customer contracts to find opportunities for upselling. No business would give that to people. However, an AI agent could produce insights that boost revenue growth for $5,000. Adoption of AI may increase even in the absence of perfect reliability if those use cases become more common.
Whether that vision will come to pass is still up in the air. There’s no denying that the breathless optimism of 2023 feels different from the present. The excitement has subsided. The number of failures is increasing. Additionally, Fortune 500 businesses—the clients that AI startups sorely need—are pausing. Maybe not forever. But long enough to pose more challenging queries about what AI can truly accomplish, how much it will cost, and what risks it poses. The issue with hallucinations won’t go away. The market for enterprise AI isn’t either. However, the two are headed for conflict, and no one is certain how it will turn out.
